Establishes staggered terms for the 17-member Mountain Resources Commission, replacing the previous four-year terms for all members.

Initial Commission members appointed with varying term lengths: two-year, three-year, four-year, and five-year terms depending on their appointment category and appointing authority.

Subsequent appointments after initial terms shall be for four-year terms, with members limited to serving no more than two full consecutive terms.

Specifies that all initial terms commence September 1, 2009, and vacancies are filled by the original appointing authority for the remainder of the unexpired term.

Effective upon ratification on June 27, 2011.
