Updates the legislative mileage reimbursement rate for North Carolina General Assembly members by changing the referenced Internal Revenue Service standard from Rev. Proc. 93-51 (December 27, 1993) to Internal Revenue Bulletin: 2010-51 (December 20, 2010).

Applies the updated mileage rate to the weekly travel allowance calculation, which is based on actual round-trip mileage from each member's home to Raleigh multiplied by the IRS business standard mileage rate.

Applies the updated mileage rate to travel allowances for members traveling as representatives of the General Assembly, its committees, or commissions with Legislative Services Commission approval.

Takes effect upon convening of the 2013 Regular Session of the General Assembly for the weekly travel allowance provisions, while other provisions take effect immediately upon enactment.
