Requires funds from the Low-Income Energy Assistance Program (LIEAP) or Crisis Intervention Program (CIP) be used exclusively for utility services related to heating or cooling residential dwellings.

Mandates county departments of social services pay utility vendors directly on behalf of recipients rather than providing funds to recipients directly.

Establishes that recipients violating this requirement are subject to enforcement action by county departments of social services under rules adopted by the Commission.

Defines "utility services" for purposes of this section as services provided for heating or cooling a residential dwelling.

Effective upon becoming law.
