Imposes a 911 service charge of 70 cents on each retail transaction of prepaid wireless telecommunications service occurring in North Carolina, effective July 1, 2013.

Requires sellers of prepaid wireless service to collect the charge from consumers at the point of sale and remit it to the Department of Revenue monthly or semiannually, with a 5% administrative allowance.

Department of Revenue transfers all collected charges, minus collection costs (capped at $500,000 annually), to the 911 Fund to support 911 services statewide.

Eliminates the previous monthly 911 service charge on prepaid wireless telephone service and replaces it with a per-transaction charge model collected at retail.

Makes the 911 service charge for prepaid wireless the exclusive 911 funding obligation for this service type, prohibiting any other local, state, or subdivision-level taxes or fees for 911 purposes on prepaid wireless transactions.
