Allows counties with a county manager to consolidate human services administration either under direct county control or through a consolidated human services board, removing the previous population requirement of over 425,000 residents.

Enables the human services director to be appointed and supervised by either the county manager or the consolidated human services board, at the county board of commissioners' discretion.

Establishes the consolidated human services board composition with up to 25 members including consumers, professionals, physicians, county commissioners, and public representatives to serve policy-making and administrative functions.

Grants local consolidated human services agency employees the option to be subject to county personnel policies only, or to be subject to State Personnel Act provisions if the county board of commissioners elects otherwise.

Makes the statute applicable statewide to all counties with a county manager, rather than limiting it to counties with a population exceeding 425,000.
