Expands the definition of prohibited items for felons to include ammunition, electric weapons, electric devices intended as weapons, and concealed weapons such as tear gas guns.

Creates tiered felony penalties: Class G for basic violation, Class E for discharging the weapon, Class D if violation results in serious injury, and Class C if violation results in serious bodily injury.

Defines "serious injury" as lesser physical harm than serious bodily injury, including bruises, lacerations, sprains, and broken bones.

Becomes effective December 1, 2011, and applies only to offenses committed on or after that date.
