Exempt vehicles from emissions inspections if they are one of the three newest model years, regardless of mileage.

Exempt vehicles from emissions inspections if they have fewer than 70,000 miles on the odometer (for 1996 or later models).

Requires Department of Environment and Natural Resources to submit the emissions inspection program changes to the U.S. Environmental Protection Agency as an amendment to North Carolina's State Implementation Plan.

Effective date is the later of January 1, 2014, or 30 days after both EPA approval is certified and the Motor Vehicle Inspection and Law Enforcement System (MILES) replacement is operational.

Changes apply to motor vehicles inspected or due for inspection on or after the law's effective date.
