Amends the Clean Water Management Trust Fund statute to allow fund use for preserving lands for development of water supply reservoirs, in addition to existing pollution cleanup and water protection purposes.

Modifies the fund's purpose statement to include "preservation" of lands and "enhancement or development" of drinking water supplies, including water supply reservoir development.

Adds water supply availability and public need for adequate water resources as a grant criteria consideration for the Board of Trustees, including likelihood of proposed water supply projects being permitted and built.

Updates references in the statute from G.S. 143-15.3B to G.S. 113A-253.1 regarding annual appropriations to the Clean Water Management Trust Fund.

Maintains the existing $100,000,000 annual appropriation to the Clean Water Management Trust Fund from the General Fund.
