Updates the composition of the Board of Examiners for Interpreters and Transliterators by replacing references to Self Help for Hard of Hearing (SHHH) with the Hearing Loss Association of North Carolina (HLA-NC).

Modifies licensing criteria for interpreters and transliterators to replace National Cued Speech Association (NCSA) certification with Testing, Evaluation and Certification Unit, Inc. (TECUnit) national certification in cued language interpretation.

Adds a new licensing option allowing holders of current Cued Language Transliterator State Level Assessment (CLTSLA) level 3 or above classification to qualify as licensed interpreters or transliterators.

Revises provisional license requirements for deaf interpreters, reducing training hours from 30 to 16 hours and adding a requirement for 20 hours of interpreting service provision in the 12 months prior to application.

Changes provisional license requirements for cued language transliterators to require current CLTSLA level 2 classification instead of 40 hours of training in cued speech interpreting coursework.
