Authorizes limited driving privileges with ignition interlock requirement for first-time DWI offenders with refusal revocations, allowing them to apply before the standard six-month revocation period ends if they meet specified conditions.

Creates new limited driving privilege for certain 18-, 19-, and 20-year-old offenders who have no prior impaired driving convictions, provided they complete required substance abuse assessments and treatment.

Makes tampering with, circumventing, or attempting to circumvent ignition interlock devices a Class 1 misdemeanor, with each act constituting a separate violation.

Requires persons ordered to install ignition interlock systems to pay installation and monitoring costs plus an administrative fee of $30-$60, with 50% of fees supporting the Division's interlock program and 50% funding the Ignition Interlock Device Fund for indigent persons.

Establishes the Ignition Interlock Device Fund within the Department of Transportation to cover installation costs for court-determined indigent persons, who must still pay monitoring costs; effective December 1, 2012.
