Consolidates six legislative committees and commissions (Capital Improvements, Future Strategies, Low-Level Radioactive Waste, New Licensing Boards, Seafood and Aquaculture, and Utility Review) into the Joint Legislative Commission on Governmental Operations.

Renames the Joint Legislative Corrections, Crime Control, and Juvenile Justice Oversight Committee to the Joint Legislative Oversight Committee on Justice and Public Safety and expands its duties to include domestic violence issues and juvenile needs assessment.

Creates the Joint Legislative Oversight Committee on Health and Human Services by consolidating the Study Commission on Aging, Health Care Oversight Committee, Mental Health/Developmental Disabilities/Substance Abuse Committee, and Public Health Study Commission.

Expands the Joint Legislative Economic Development Oversight Committee from 12 to 22 members with increased minority party representation and adds authority to review economic development programs.

Reorganizes the Joint Legislative Commission on Municipal Incorporations into a subcommittee under a new Joint Legislative Committee on Local Government with broader powers to review local government capital projects.
