Establishes that an individual awarded unemployment insurance benefits by the employment security commission is deemed an aggrieved party for judicial review if they fail to receive those benefits due to an act or omission by the commission.

Requires the commission to immediately rectify errors and pay benefits owed when an individual has applied for and been awarded weekly benefits but does not receive them.

Allows aggrieved parties to pursue injunctive relief and compel the commission to pay benefits without exhausting administrative remedies.

Effective upon enactment.
