Modifies eligibility requirements for individuals convicted of controlled substance felonies to participate in the Work First Program, allowing participation six months after release from custody or conviction if no additional controlled substance felony offenses are committed.

Requires county departments of social services to verify completion of substance abuse treatment programs while in custody; if unable to verify, individuals must comply with requirements under G.S. 108A-29.1.

For individuals not committed to custody, allows Work First Program eligibility six months after conviction if they comply with substance abuse treatment requirements under G.S. 108A-29.1.

Makes individuals convicted of controlled substance felonies eligible for the food and nutrition services program (SNAP) six months after release from custody or six months after conviction if not incarcerated, provided no additional controlled substance felony offenses are committed.

Becomes effective July 1, 2011, and applies to controlled substance felony offenses committed on or after that date.
