Creates new Chapter 17F establishing uniform dismissal procedures for municipal law enforcement officers, requiring "just cause" for dismissal of career officers with 12+ months continuous employment.

Requires municipalities to establish minimum due process procedures including notice of charges, hearing before fair and impartial board, right to representation, right to question witnesses, and right to present evidence with all proceedings recorded.

Mandates all municipalities adopt ordinances establishing review boards or hearing officers to hear appeals of disciplinary actions and defining "just cause" for dismissals.

Applies to municipal law enforcement agencies and unified city-county police agencies, but excludes state, county, ABC board, school board, company police, campus police, and other special police agencies.

Becomes effective December 1, 2011 for disciplinary actions taken on or after that date.
