Expands the definition of "local agency" under North Carolina's debt setoff collection act (G.S. 105A-2) to include regional solid waste management authorities created under Article 22 of Chapter 153A.

Regional solid waste management authorities are now eligible to participate in the debt setoff collection process, allowing them to recover debts owed to them through state tax refund setoffs.

Becomes effective January 1, 2013, and applies to tax refunds determined by the Department of Revenue on or after that date.

Adds subsection (h) to the list of qualifying local agencies without modifying existing categories (counties, municipalities, water/sewer authorities, regional joint agencies, public health authorities, metropolitan sewerage districts, and sanitary districts).
