Allows sheriffs or designated deputy sheriffs to access data in the controlled substances reporting system maintained by the Department of Health and Human Services when investigating diversion and illegal use of Schedule II through V controlled substances.

Requires the investigating sheriff or deputy sheriff to have reasonable suspicion in a specific investigation relating to enforcement of laws governing licit drugs before accessing records.

Mandates that the sheriff or deputy sheriff notify the Office of the Attorney General of North Carolina within 2 business days of each request to inspect Department records.

Extends the provision to include the chief and sworn officers of the Gaston County Police Department in addition to traditional sheriffs and deputy sheriffs.

Effective date: December 1, 2011.
