Honors the life and memory of Bertha "B" Merrill Holt (1916-2010), a pioneering North Carolina legislator and community leader who died on June 19, 2010, at age 93.

Recognizes Holt's service as the first woman to represent her district in the North Carolina House of Representatives, serving consecutive terms from 1975 to 1994, and her leadership on legislative committees including Appropriations and Education.

Acknowledges her major legislative achievements, including leading efforts to make marital rape a crime and advocating for the State Abortion Fund and women's self-determination.

Commends her extensive civic involvement including founding the Alamanca Women's Political Caucus, serving on numerous boards and commissions, and representing North Carolina at the 1995 Fourth United Nations Conference on Women in Beijing.

Extends the House's sympathy to her family and directs the Principal Clerk to transmit a certified copy of the resolution to her surviving daughter, three sons, grandchildren, and great-grandchildren.
