Amends the North Carolina Constitution to limit the Speaker of the House of Representatives to serving no more than two regular sessions of the General Assembly.

Amends the North Carolina Constitution to limit the President Pro Tempore of the Senate to serving no more than two regular sessions of the General Assembly.

Submits the constitutional amendments to voters for approval at the general election in November 2012.

Service as Speaker or President Pro Tempore prior to January 1, 2013 does not count toward the term limit if amendments are approved.

Amendments become effective upon convening of the General Assembly on or after January 1, 2013.
