Expands the definition of "telephone solicitation" under North Carolina's Do Not Call Registry to include political messages delivered through automated dialing and recorded message players (robo calls).

Adds text communications to the existing definition of telephone solicitation, which previously included only voice and facsimile communications.

Extends the Do Not Call Registry protections to cover political robo calls made to registered phone numbers, subjecting them to the same restrictions as commercial telemarketing calls.

Becomes effective January 1, 2012.
