Modifies the NC-THINKS state employee suggestion program to allow incentive payments within 90 days of one-time savings determination or suggestion approval, in addition to the existing 12-month implementation period.

Changes fund allocation percentages: increases agency implementation funds from 10% to 15%, decreases training fund allocation from 10% to 5%, while maintaining 20% maximum individual employee bonus ($20,000) and team aggregate limit ($100,000).

Replaces references to "Department of Administration" with "Office of State Personnel" throughout the statute as the administrative body responsible for managing NC-THINKS.

Modifies restrictions on federal and local government funds to allow awards where not specifically disallowed by funding source terms, providing more flexibility than previous blanket exclusions.

Becomes effective July 1, 2011, applying to employee suggestions made on or after that date.
