HB 614 - Volunteer Health Care Services Act

• Creates the Volunteer Health Care Services Act to encourage health care providers to voluntarily provide services through registered sponsoring organizations, particularly in underserved rural and inner-city areas.

• Allows health care providers (physicians, nurses, dentists, pharmacists, and other licensed professionals) to provide voluntary health care services for up to 7 days per calendar year without obtaining additional state licensure if licensed in North Carolina or another state and in good standing.

• Requires sponsoring organizations to register with the Department of Health and Human Services (one-time $50 fee), submit provider lists 14 days before services commence, and file quarterly reports documenting the voluntary services provided.

• Grants immunity from civil liability to volunteer health care providers except in cases of gross negligence, wanton conduct, or intentional wrongdoing, provided the provider receives no compensation and services remain within their scope of practice.

• Effective January 1, 2013.
