Adds "Professional Engineer, Retired" and "Professional Land Surveyor, Retired" honorific titles for licensed professionals who relinquish or do not renew their licenses, subject to Board approval after reviewing disciplinary history.

Changes Board secretary delegation requirement from "unanimous" to "majority" approval for routine duties like fund receipt and disbursement.

Removes requirement that Board print and distribute rosters of licensed engineers and surveyors, keeping only the annual report filing requirement with Governor and Secretary of State.

Expands professional engineer licensure pathways by allowing waiver of fundamentals exam for full-time faculty in approved engineering programs and for those with earned doctoral degrees in engineering; allows students graduating within two semesters to sit for the fundamentals exam.

Broadens comity/endorsement licensing to accept engineers and surveyors licensed in any foreign country with standards comparable to North Carolina's, with limited exceptions for state-specific knowledge exams; removes requirements for comity applicants to submit multiple references.

Enhances disciplinary authority by allowing Board to refuse reinstatement, require additional education, or require reexamination; expands grounds for discipline to include all felonies and crimes involving dishonesty; permits informal settlement of charges.
