DHHS Secretary must prepare a rate-setting memorandum for any changes to service definitions, policies, rules, or provider requirements to minimize unfunded mandates.

DHHS Secretary must dissolve the NC-TOPPS Advisory Committee and establish a task force to evaluate and improve the North Carolina Treatment Outcomes Program Performance System by August 1, 2011, making data accessible across services rather than site-specific.

Private sector may develop an optional internet-based secure data warehouse for providers to maintain corporate, fiscal, and administrative records (not consumer records) by September 1, 2011, with regulatory bodies using it for document requests at no charge.

DHHS Secretary must annually review updates from national accrediting bodies (COA, CARF International, CQL, Joint Commission, NCQA, and URAC) and eliminate any duplicate DHHS policy or procedural requirements that overlap with updated accreditation standards.

The act becomes effective upon enactment and was ratified June 16, 2011.
