Allows the Department of Transportation to maintain or pave roads in non-standard ways that preserve the historic appearance and value of adjacent historic properties, scenic value, or support low-volume businesses and agribusiness ventures, with the consent of adjoining property owners.

Permits the Department to use original construction standards, historical standards from when the road was laid out, or leave roads unpaved entirely if property owners do not consent to standard paving.

Allows the Department to override property owner consent and pave roads to current standards only if road conditions endanger public safety, based on vehicle traffic volume, road condition, speed limit, crash history, and economic impacts.

Requires the Department to compensate property owners for depreciation in historic, scenic, or business goodwill value if roads are paved to current standards without consent under public safety provisions.

Excludes roads maintained under these provisions from calculations of unpaved state-maintained road miles and from county road funding determinations.
