Establishes state water resources policy prioritizing protection of water access and landowner water rights, with preference for voluntary initiatives over regulatory measures.

Prohibits the State and political subdivisions from limiting landowners' withdrawal and use of water from natural bodies of water on their property, impoundments they construct or own, wells on their property, or other water sources including stormwater and springs.

Extends landowner water use protections specifically to agricultural activities, defining agricultural activities according to G.S. 106-581.1.

Exempts dams constructed for agricultural water use from dam safety regulations when designed or approved by a licensed professional engineer who also supervised construction.

Effective upon passage into law.
