Creates a Study Committee on Establishing a Bill of Rights for Deaf or Hearing-Impaired Children consisting of five House members and five Senate members appointed by the Speaker and President Pro Tempore respectively.

Committee shall study and develop a bill of rights for deaf and hearing-impaired children, considering Individual Education Programs, communication access services, educational placement options, and access to qualified deaf education teachers.

Committee members receive subsistence and travel expenses per G.S. 120-3.1, with staff support provided by the Legislative Services Commission and House clerical staff.

Committee may submit an interim report with proposed legislation to the 2012 Regular Session and shall terminate upon filing its final report or upon convening of the 2013 Session, whichever occurs first.

Effective upon becoming law.
