Establishes the Joint Legislative Efficiency and Cost-Savings in State Government Study Commission composed of 10 members: 5 Senators appointed by the President Pro Tempore and 5 Representatives appointed by the Speaker of the House.

Commission shall conduct zero-based budgeting reviews to identify obsolete programs, cost-reduction opportunities, and ways to redirect existing funds to meet changing public service demands.

Requires reviewed agencies to submit information organized by decision units with four discrete service level packages (minimum, reduced, current, and enhanced) and describe alternative service delivery methods including outsourcing options.

Commission shall submit an interim report to the 2012 Regular Session and a final report to the 2013 General Assembly, including any proposed legislation.

Commission terminates upon filing its final report or upon convening of the 2013 General Assembly, whichever occurs first.
