Adds Black Mountain Substance Abuse Treatment Center for Women to the list of facilities where defendants may be ordered to undergo screening and assessment for chemical dependency.

Allows courts to require defendants to participate in medical or psychiatric treatment for its full duration regardless of the length of the suspended sentence imposed.

Authorizes the North Carolina Substance Abuse Professional Practice Board to adopt rules approving substance abuse specialty curricula developed by schools, colleges, or universities.

Section 2 (treatment duration provision) becomes effective December 1, 2011, and applies to persons sentenced on or after that date.
