H63 Summary

• Prohibits businesses, commercial enterprises, and employers from banning employees or customers from transporting or storing firearms and ammunition locked out of sight in motor vehicle trunks, glove boxes, or enclosed compartments on their property.

• Exempts employer-owned vehicles, utility infrastructure facilities, Department of Defense contractor sites with hazardous chemicals, and locations where firearm transport is prohibited by state or federal law.

• Allows injured persons and those prevented from lawfully transporting firearms to sue violating businesses; grants employees discharged for lawful firearm transport rights to reinstatement, back pay, benefits, and attorney fees.

• Shields businesses from civil liability for theft, damage, or injury involving lawfully stored firearms, provided they comply with the transportation allowance requirement.

• Becomes effective December 1, 2011.
