Authorizes courts to require posting of bonds for defendants convicted of crimes with active punishment authorized but sentenced to intermediate or community punishment instead of active time.

Bond secures defendant appearance and is only subject to forfeiture if defendant absconds during probation period.

Requires bail agents to be licensed bail bondsmen or runners under North Carolina Insurance Commissioner and possess a valid concealed handgun permit.

Allows courts to issue arrest orders upon notice from probation officer that defendant absconded, giving bail agents minimum 96 hours to surrender defendant before bond forfeiture.

Effective December 1, 2011, applies to defendants convicted on or after that date.
