Authorizes the North Carolina Division of Motor Vehicles to produce a special registration plate for The Arthritis Foundation, Inc., bearing the phrase "Let's Move Together" and a logo selected by the Foundation.

Plate requires a minimum of 300 applications before development and carries an additional $30.00 annual fee beyond regular motor vehicle registration fees.

Distributes plate fee revenue with $10 going to the Special Registration Plate Account and $20 going to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to transfer quarterly revenues from Arthritis Foundation plate sales to The Arthritis Foundation, Inc., to fund arthritis research grants.

Effective date: July 1, 2011.
