• Repeals Article 18 of Chapter 163 of the General Statutes and replaces it with a new Article 18B establishing the Uniform Faithful Presidential Electors Act.

• Requires each political party and unaffiliated presidential candidates to submit two qualified individuals per elector position (one "elector nominee" and one "alternate elector nominee") to the Secretary of State, with both required to execute pledges to vote for their party's or candidate's presidential and vice-presidential nominees.

• Establishes procedures for the Secretary of State to preside over the Electoral College meeting on the first Monday after the second Wednesday in December, including processes to fill vacant elector positions through alternates or lot selection, and to reject ballots that violate elector pledges.

• Provides that if electors are not appointed by the deadline set by federal law, the General Assembly may appoint them in a special session, or if the Assembly fails to act, the Governor shall appoint them based on judgment of the electorate's will.

• Takes effect January 1, 2012, and applies to presidential elections held on or after that date.
