Establishes the North Carolina Clinical Exercise Physiologist Licensing Act to regulate clinical exercise physiologists and protect public health through licensure requirements effective October 1, 2012.

Creates a five-member North Carolina Clinical Exercise Physiologist Licensing Board consisting of four licensed clinical exercise physiologists and one licensed physician to administer the licensing program.

Requires applicants to hold a master's degree in clinical exercise physiology or related field with 600 supervised clinical hours, Basic Cardiac Life Support certification, and pass the American College of Sports Medicine (ACSM) Registered Clinical Exercise Physiologist (RCEP) or Certified Clinical Exercise Specialist (CES) certification exam.

Allows clinical exercise physiologists to perform graded exercise tests, prescribe exercise programs, conduct risk factor modification, and administer certain emergency medications (nitroglycerin, bronchospasm aerosols, oxygen) under physician direction.

Provides grandfather provision allowing individuals with a bachelor's degree and 10,000 hours of prior clinical exercise physiology practice to become licensed within one year if they obtain ACSM RCEP or CES certification and BLS certification.
