Exempts water transfers to supplement groundwater supplies in the 15 counties of the Central Coastal Plain Capacity Use Area from interbasin transfer certification requirements under G.S. 143-215.22L.

Exemption applies to transfers initiated on or after August 31, 2007, and becomes effective when the bill becomes law.

Exemption expires if cumulative water transfers from any person without a pre-existing certificate exceed 8,000,000 gallons per day.

Transfers initiated while the exemption is in effect remain exempt from certification even if the exemption expires.

Directs the Environmental Review Commission to review and report on the consistency between interbasin transfer laws and capacity use area laws by the 2012 Regular Session.
