Requires owner-builders claiming exemption from general contractor licensure to execute a verified affidavit attesting to property ownership, personal superintendence of construction, and personal presence at inspections (unless architect-sealed plans exist).

Mandates building inspectors transmit owner-builder affidavits to the General Contractor Board for verification of exemption eligibility, with permit revocation authority if applicant was not entitled to the exemption.

Requires inspectors to have owner-builders personally present at all inspections required by North Carolina State Building Code, unless plans were drawn and sealed by a licensed architect.

Extends the lapse period for general contractor license renewal from two years to four years, after which applicants must fulfill all requirements of a new applicant.
