• Expands concealed handgun permit scope to allow carrying in state parks, rest areas, and hunting/fishing reservations; allows district attorneys and investigators to carry concealed handguns in courthouses and other previously restricted areas.

• Streamlines concealed handgun permit processing by reducing issuance timeline from 90 days to 45 days and modifies reciprocity rules to recognize all valid out-of-state permits without requiring reciprocal agreements.

• Makes various technical amendments including new felony offense for soliciting unlawful firearm purchases, removes social security number requirement from permits, and clarifies that minors' handgun possession must be willful and intentional to constitute a crime.
