Amends driver's license rules for limited-duration licenses to include a distinguishing mark clearly denoting the limited duration of the license, effective January 1, 2012.

Expands the list of agricultural products and materials exempt from commercial vehicle weight restrictions to include livestock, live poultry, animal waste, herbicides, fungicides, seeds, and header trailers transported to or from dealers.

Increases weight limits for certain agricultural and commercial vehicles: single-axle weight from 22,000 to 26,000 pounds and tandem-axle weight from 42,000 to 44,000 pounds for specified agricultural transport operations.

Modifies window tinting regulations to comply with federal commercial vehicle standards under Part 393 of Title 49 of the Code of Federal Regulations, and prohibits use of mobile devices in commercial motor vehicles violating federal regulations.

Makes accident reports public records subject to federal Driver's Privacy Protection Act and state redaction requirements, and restricts public access to contract bids and documents until the Department of Transportation issues an award decision, effective July 1, 2011.
