Prohibits development, adoption, or implementation of nutrient management plans for surface waters unless those waters have first been classified as nutrient sensitive waters (NSW) under Commission rules.

Amends G.S. 143-215.1 by adding subsection (c7) to establish the NSW classification requirement as a prerequisite for any nutrient management plan.

Amends S.L. 2005-190 by adding Section 4A to clarify that the 2005 act does not authorize nutrient management plans without NSW classification.

Applies to nutrient management plans not approved by the Commission prior to the act's effective date.

Effective upon enactment into law.
