Designates the North Carolina Sheriffs' Association as an instrumentality of the State based on its control by constitutionally elected Sheriffs and statutory responsibilities.

Amends G.S. 128-21 to add the North Carolina Sheriffs' Association as an eligible employer under the Local Governmental Employees' Retirement System (LGERS).

Establishes that the Sheriffs' Association qualifies as an employer due to its role in supporting Sheriffs' constitutional duties, coordinating with State officials, providing information services, and appointing members to state boards and commissions.

Takes effect July 1, 2011.
