Changes the start of early voting from the third Thursday before an election to the second Thursday before an election.

Removes the 1:00 P.M. end time restriction on early voting, allowing voting to continue until the last Saturday before the election.

For general elections in even-numbered years, establishes weekday early voting hours of either 10:00 A.M. to 6:00 P.M. or 11:00 A.M. to 7:00 P.M.

For general elections in even-numbered years, allows Saturday early voting on the last two Saturdays before the election (instead of just the last Saturday) with hours of either 10:00 A.M. to 4:00 P.M. or 11:00 A.M. to 5:00 P.M.

For other primary elections and elections, establishes Saturday early voting on the last Saturday before the election with hours of either 10:00 A.M. to 4:00 P.M. or 11:00 A.M. to 5:00 P.M., effective for elections held on or after January 1, 2012.
