Authorize counties that provide electronic monitoring for offenders as a condition of bond or pretrial release to collect a fee from offenders to recover costs of the monitoring service.

Fee amount is limited to the lesser of the jail fee authorized in G.S. 7A-313 or the actual cost of providing electronic monitoring.

Prohibit counties from collecting the fee from offenders determined to be indigent and entitled to court-appointed counsel.

Effective July 1, 2011.
