Amends special emphasis inspection program to require detailed annual reporting on inspections of high-hazard employers, including number of inspections, employer identities, citations issued, fines, selection criteria, and employers not inspected despite meeting criteria.

Expands migrant worker housing standards to include telephone access, locked toilet facilities with privacy walls, washing machines and dryers, secure locks on doors and windows, visitor access rights, and improved kitchen facilities with adequate burners and refrigerator space.

Prohibits operators from charging migrants for heat or fuel and limits housing charges to reasonable cost; establishes new enforcement procedures to identify and prosecute serious violators and requires bilingual Department of Labor staff.

Creates civil action remedies for migrant workers and prohibits retaliatory action against migrants exercising rights under the law; adds migrant housing protections to anti-retaliation provisions for employee complaints.

Requires poultry processing plants to provide prompt employee access to toilet facilities with reasonable timing controls and directs Department of Labor to adopt rules on heat illness prevention for agricultural workers including water, shade, training, and emergency communication access.
