Creates the "North Carolina Street Gang Nuisance Abatement Act" as Article 13B of Chapter 14 of the General Statutes.

Declares real property used by criminal street gangs for gang activity a public nuisance subject to abatement under Chapter 19 of the General Statutes, with exception for innocent owners or those coerced into allowing such use.

Designates street gangs that regularly engage in criminal street gang activities (at least 5 times within 12 months) as public nuisances and allows persons regularly associating with gangs for criminal activity to be sued for abatement.

Authorizes courts to enter injunctions preventing defendants from engaging in criminal street gang activities and impose other reasonable requirements to prevent future gang activity; injunctions expire one year after entry but may be modified or rescinded before expiration.

Becomes effective October 1, 2012, and applies to offenses committed and abatement actions commenced on or after that date.
