Establishes formal discharge appeal procedures for adult care home residents, allowing them to appeal facility discharge decisions to a Hearing Unit with final judicial review available in superior court within 30 days.

Specifies six grounds for adult care home discharge: resident welfare protection, improved health status, safety endangerment, health endangerment, nonpayment after written warning, or mandated discharge under law.

Requires adult care homes to provide residents 30 days' advance written notice of discharge including reasons, destination, medical information, and discharge hearing request forms.

Creates adult care home resident discharge teams in every county containing a licensed adult care home, composed of one department of social services member and one local management entity member to assist in finding appropriate placements.

Takes effect October 1, 2011, and exempts discharge team meetings from open meetings requirements while protecting confidentiality of team records and information.
