• Department of Health and Human Services and Department of Correction shall establish a pilot program placing certain released inmates in a licensed adult care home to receive personal care services and medication management.

• Selected inmates must be released under G.S. 148-4 or Article 84B of Chapter 15A and determined by the Department of Correction to need personal care services and medication management.

• One adult care home will be selected to participate, and it may only admit inmates participating in the pilot program with no other residents allowed.

• Secretary of Health and Human Services may waive rules under Article 1 or Article 3 of Chapter 131D as necessary to protect public health and safety.

• Within 18 months of the first resident admission, both departments must report findings and recommendations to the Joint Legislative Corrections, Crime Control, and Juvenile Justice Oversight Committee, including cost and benefit analysis compared to continued incarceration.
