Reestablishes the House Select Committee on the Preservation of Culture and Customs of Indian Children with nine members appointed by the Speaker, including four House representatives, one Native American member, and representatives from state agencies and Indian tribes.

Committee shall examine issues impacting preservation of customs and culture of Indian children not covered under the Indian Child Welfare Act (ICWA) who are subjects of legal proceedings in state courts, including adoption, custody, and visitation cases.

Committee authorized to study current state laws affecting cultural heritage of Indian tribe members, develop guidelines for social service agencies similar to federal law policies, and consider creation of a state council on Indian child welfare policies.

Committee members entitled to per diem, subsistence, and travel allowances; may utilize legislative staff and contract for professional services; may meet throughout the state to encourage public participation.

Committee shall submit final report to the 2012 Regular Session of the General Assembly and automatically terminates upon filing the final report or convening of 2012 Regular Session, whichever occurs first.
