Creates a 12-member Legislative Study Committee on the Use of American Indian Mascots at Public Schools, composed of House and Senate members, State Board of Education representative, North Carolina Commission of Indian Affairs members, tribal representatives, and the CEO of the North Carolina Indian Economic Development Initiative, Inc.

Committee cochairs designated by the Speaker of the House and President Pro Tempore of the Senate, with meetings held in the Legislative Building or Legislative Office Building upon joint call of cochairs.

Directs the Committee to study the impact of American Indian sports mascots and logos at public schools and review current policies and procedures governing their use.

Requires the Committee to submit a final report to the 2011 General Assembly Regular Session 2012 on or before May 1, 2012, including findings, recommendations, and any legislative or administrative proposals.

Committee terminates upon filing its final report or May 1, 2012, whichever is earlier; members receive subsistence and travel expenses at statutory rates.
