Expands the statutory definition of "person" to include every infant member of the human species who is born alive at any stage of development.

Defines "born alive" as an infant completely expelled or extracted from the mother who breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles after extraction or expulsion, regardless of umbilical cord status or method of delivery.

Clarifies that the terms "person," "human being," "child," and "individual" in North Carolina law include infants meeting the "born alive" definition.

Separates the definition of "property" into a new subsection (7a) while maintaining all existing property-related statutory language.

Takes effect upon becoming law.
