H689 - Online Voter Registration

• Requires the State Board of Elections to develop a voter registration form that can be printed blank or filled out online and printed for mailing, with prompts to download relevant county board of elections mailing addresses.

• Establishes a secure online voter registration system for individuals with a current valid North Carolina driver's license (including learner's permit or provisional license) or special identification card for nonoperators.

• Allows online registration applicants to register to vote, change their name, address, or party affiliation through the secure website, with the Division of Motor Vehicles verifying applicant eligibility against its database.

• Requires the Division of Motor Vehicles to submit completed applications with confirmed applicants' digital signatures to the appropriate county board of elections, or notify applicants by mail and email if verification cannot be completed.

• Effective date: December 1, 2011.
