Allows the Division of Motor Vehicles to issue transporter plates to individuals or businesses that hold contracts with financial institutions to repossess vehicles where the institution holds a security interest.

Requires individuals or businesses seeking transporter plates for repossession to provide a letter from the finance company confirming they are utilized for repossession services.

Restricts transporter plates issued for repossession to transport only from the place of repossession to a location designated by the recorded lienholder.

Expands transporter plate use to include boat trailers being transported between manufacturers and dealers for newly manufactured boats.

Requires all transporter plate holders to maintain proof of financial responsibility meeting Article 9A requirements.
